Alert rules

A found edge, arb, middle, promo hedge, low hold or steam move is sent to Telegram when at least one enabled rule matches it. Every blank field means any. Among matching rules the lowest priority number that is not in its quiet hours sends; if all are quiet the alert is recorded and not sent. Lineups, credits, grading and system alerts are not governed by rules.
